What is the logic chip(?) on this schematic with letters D Q and E on it?

That would be my guess aswell. If it is a flip flop then it's probably a D-type flip flop so E would be the CLK input.
The Q output seems to be connected to a switch, I wonder if that is an electronic switch like 4016/4066.

ok, I just skimmed through the thread and he does mention using a CD4066.

Looks like a D flipflop. Where D is input, Q is output and E is "enable" or clock.

The switch does indeed look like it could be 4016 or 4066.
